It's always time to change a print cartridge during printing jobs.
Whereas that ink runs and smears on the printed page at the smallest drip of moisture, the same ink will not wash off of the fingers.
Water does nothing, soap is useless, the only way to get rid of the blotch is to grow new skin.
Printers are subject to part 15 rules, they are unintended radiators are they not?
Anyway, they're used to print radio business, so they can be talked about here.

If they drip and proivde info they are intentional radiators.
