Unfortunately, there is no Part15 TV per say.
You might be able to get away with the general Part 15 field strength regulations outside of the broadcast bands, but there are restricted freqencies....
I dont think your right about there being no such thing as part 15 tv. I haven't looked up the rules covering it but the fact that part 15 TV transmitters had been mass marketed in the US for decades (and apparently still are) says otherwise.

Here's an episode of Carl's Adventures in the 3rd Dementia about part 15 TV broadcasting using the manufactured "TV Genie" transmitter that operated on channel 14, but channel 14 was changed to become allocated for land/mobile communications sometime in the 1970s. so Carl explores how that effects the legality of using the old TV Genie today
