I did a quick search and note that “Stereo Tool” by Hans van Zutphen, a Winamp plugin, is already mentioned quite a bit.

For several years I employed the free version of Stereo Tool, which provides limiting, compression, equalization and all the things we need for quality control.
First Insight.
I noticed that everything sounded better with Stereo Tool, but I couldn’t use all of its features because the free version has a few limitations. Still, it worked amazingly well, until I discovered that I had it set up wrong and it wasn’t doing anything. Therefore my first insight is this: what we imagine can become astoundingly real and be very convincing.
Second Insight.
In a rush of enthusiasm I paid to register and spent two days in a deep Stereo Tool trance, finding eventually that the real life properly installed version of Stereo Tool is many times better than the imaginary version from before.
Stereo Tool is as good and maybe better than high priced audio processing equipment, and I highly recommend it for Winamp users.
