Several years ago, there was a big stir about BPL, and there was vigorous opposition from the ARRL. The FCC gave the go-ahead anyway. Even so, BPL does not look like it is going to be implemented very much on this side of the Atlantic.

AM is already “dead”.
There was a discussion recently on the Hawaii media part of Hawaiithreads.com that detailed how the Hybrid buses operating in Honolulu basically jammed the AM frequencies with electrical noise. If you listen on AM in your car when a bus passes it shuts down the signal with noise, at least if the signal is weak in the area you are. Its very sad actually, the cost of running the transmitter and the lease or ownership of the real estate needed for the transmission site is much more than FM and the return is less. Yes, there are some successful operations but they are the exception.
Thank goodness the over power line Data idea ran into some real problems, enough that it probably not happen for the foreseeable future. (I could be way off here, but that is my understanding anyway.)
Here on Maui an AM talk station is using an FM translator with probably better and clearer coverage.
I have lurked here for a long while and while you folks have fun and discuss the creativity of AM part 15, I suggest that you study up on LPFM, prepare by forming a non profit where you live and applying for a license if the FCC ever allows an opening. Also learn the issue and comment if the band below 88.1 ever comes up for approval for FM broadcast. Localism is where its at and independent music and spoken word. The corporations are shooting themselves in the foot with this “cost effective” syndication thing. Entire formats with absolutely no local content except a few commercials, disgusting actually.

I’m actually following the path you suggest. I have a nonprofit that I formed in 2001, and am prepared to attempt for an LPFM if the feds ever open a window.
In the meantime, I’m doing a live and local morning show. Even though it’s on Part 15 AM and Internet only at this point, I’m keeping a file on the public service aspects and items covered that serve the public interest.
I’m outside of the city limits, and the Rangemaster doesn’t cover enough area to really make pursuing AM worthwhile, except for fun.
But now…we have to eat, and I have to build something of value out of it.
