It’s a tiny download (837kb), stand alone program that doesn’t require an install, and uses next to nothing in system resources.
I really liked it, so in case you missed it:
VuPlayer.com’s VUMeter
VUMeter is an old style analog meter which can be used to monitor sound
levels. Right click on the meters to display a menu of program options.
