I don't completely understand how or

why these devices are used.  But -

a 40 mW digital TV transmission won't

go too far.  (???)

 

What am I missing here?

No, I don't know what these proposed devices would do, but somebody will come along to explain it, we hope.

The waiver would never be sought unless there's a good reason for it.

Like the old "Rabbit" TV rebroadcaster, this device will allow distribution from an audio/video source like a DVD player or a security camera to DTV receivers within the limited range of the device.

This is cool! You could have a neighborhood TV station compatible with the new DTV's.

Looks like it's geared for commercial/professional uses so it's probably expensive.
