Hi folks. here's my problem: I'm going to install a procaster, but there is no drain pipe, well, it's pvc, and I can not install a grounding rod, I'm on the 2nd floor, in a row house in the inner city. how can I get a good ground?

At the risk of retalliation, you could use a counterpoise (artificial ground for RF) on the roof.
No lightning protection there but the antenna will work better.
There wouldn't happen to be some lightning rods on the roof? They'd have a good ground.
