Just to note that the percentage limit for amplitude modulation on positive-going modulation peaks is limited by the capability/design/adjustment of the modulated r-f stage, as well as those of its modulator and the audio processing used.
Another major factor is listener toleration for the audio distortion products produced by AM broadcast receivers from signals having such highly asymmetric modulation.
