With several thousand languages in the world the radio broadcasters who serve cross-border or internal enclaves of different speaking people have a real challenge.

VOA (Voice of America) sends plus-or-minus 42 different languages to changing targets around the world, and Swiss Public Broadcasting deals with four official Swiss languages!

An inside joke enjoyed by the mono-lingual ALPB is that they are an "international organization" LOL.

In fact, unlicensed low power radio is an ideal tool for reaching nearby audiences who speak other tongues.

That’s a good point. Pirates tend to take advantage of diversity. I’ve seen few, if any, Part 15 broadcasters doing that.
