The linked commentary places the blame for AM depression mostly on the FCC, and I cannot disagree with that viewpoint. It looks like the FCC wants to be rid of the AM side of their responsibility by standing back and letting AM die due to negligence.

One positive action the FCC could take right about now without boosting their work load would be allowing greater unlicensed use of the upper AM band by part 15 devices.

Maybe they should just consider Part 15 broadcasting part of the noise.  Although they probably do already.
