as you know they did the national eas test with the new cap or common alerting protocol and through the PEP system, i was wondering…. since stations has to comply with this cap software by 2 months ago, so does every station have to have cap in every station around the country? i have been looking it up cause i was curious to know. i know a few people in the Sherman/Denison/Ada radio market i tried to ask them, but never got a reply… so if anybody can explain it to me that would be awesome! many thanks

Deadline Changed
The deadline was extended from September 2011 to June 2012. And the recent test did not use the CAP system, it was nothing more than an attempt to combine the existing EAN/EAS systems already in place to do the one button disrupts all test, which in of itself did succeed. The problem they did not even consider was the inherent over-the-air delay factors and content delivery limitation of the system itself.
Frankly they would have been better off using the existing network delivery systems as the source instead of relying on LP1’s scattered all over the place where there will no doubt be gaps and barely received primaries along the chain.
With the CAP, at least they can utilize the net delivery approach and probably get better results, but they better stop and think about the inherent media delivery delays that naturally happen across the net, so coordination will be vital to making that work.
Sure the idea is to force everyone to a no choice but to hear/see/tune in no matter what. But realistically, that is a fantasy as nothing prevents anyone from simply turning off their devices at will, or their devices being turned off during a test or real emergency.
The only way your going to get that forced must listen/see/hear/tune in world is to implant everyone with an EAS/EAN/CAP chip where there is no choice but to listen/see/hear/tune in. I doubt that would happen unless the Borg came along and introduced themselves to their wonderful assimilated way of life.
RFID is but a primitive example of Borg like inter-linking of minds and souls.
To answer the question regarding stations required to have CAP capability..yes. It is no different from the requirement of those stations having the EAS in their racks. I see it as just another “back door” way for big brother to take control of the airwaves at will.
If government was soooo concerned about the public’s safety, they would not be going around the world creating enemies that once were our allies and starting wars over lies and deceptive fairy tales.
And they would have long ago, put in a “default” emergency channel with its own delivery system so when activated, everything switches over to that sourcing without passing on the expense of their over-bloated, over-priced failure of a system currently in place being paid for by the public and broadcasters.
Smoke signals would have done a better job IMO.
