What do I mean?
All broadcasters, whether with a million Watts or 1-millionth of a Watt are broadcasting to a small area known as a “listener”.
A listener occupies less than 1-square foot of space in the standing position.
There is no such thing as a broadcaster that broadcasts to a giant crowd. That would be called a “public address system”.
The only difference between large and small radio stations is that the big ones broadcast to many small areas all at once, whereas the part 15 station broadcasts to one small area at a time.
That makes part 15 radio much more personal and friendly.

That would only apply if one were running a Part 15 station with a simple wire dangling from a thumbtack stuck in the ceiling.
But those who operate CC or an outdoor 219 or 239 system tend to be a “mini-me” to the bigger stations, but that little mini-me can also cover many small areas at once too.
